    Al  Marzouq: Ministry seeks to keep the rights of workers and employers

               
    A member of the  follow up team by the Ministry of Labour in the Eastern Region Branch Ibrahim Al Marzouq said that the ministry is keen on the sustainability of the positive relationship between the employer and the worker, so as to ensure the rights of all parties in the process.
        
    He stressed in a lecture presented in theTuesday monthly meeting  in the branch of Asharqia Chamber in Qatif (Tuesday, 01/17/2016), chaired by the Chamber board of directors member Abdul Muhsen Bin Abdul Majeed Al Faraj  about the transparency of the ministry in dealing with the notes and complaints and ideas of citizens regarding labor affairs, and through the gate "Maan", adding that any decision by the ministry it presents it to the gate before the approval to hear the opinions of the audience about it, he has the right to choose the paragraph he would like to comment on, and can also look at all the opinions and observations made by others about the decision, and the Ministry by a specialized committee of experts to review comments, complaints and ideas to study them, therefor the citizen can add anything to the ministerial decision.
        
    He added that the ministerial decisions and after being approved and started the implementation are offered to look at and the details of the proposals and comments on them, so the citizen can know what was before and after the adoption of the decision.
        
    He stressed that the modifications and improvements continue as Nitaqat Program, for example, was of 7 ranges, and now it is now 72 and the progress and the Notes continue and the ministry is open to all views, either the worker or employer.
        
    Marzouq said in his review of the overall changes that have taken place in the labor regulations, contained in the ministerial decree that was applied in 01.05.1437 and dealt with the employment contract, income, vacation, end of service benefits etc.
        About the employment contract Al Marzouq said that the contract included a number of changes on the nationalization of jobs, qualifying and training, and obligations of the worker, explaining that the new modifications approved "the non issuance of work permissions for non Saudis for careers of the settlement managed by the ministry", to open up more employment prospects for young Saudis
    , the ministry confirmed that no company owns 50 workers and above   is obliged for the qualifying and training of at least 12% of its national employment annually, on the condition that the  worker who was trained and  qualified should be committed to the employer after the training period.
        
    Regarding the issue of incomes he said that it comes in three models (monthly, weekly and by piece), stressing that this system and the modifications on it from time to time aims to not stop the institutions for the non payment of salaries, and changes that have taken place are in the follow up mechanisms, and the gradual application of the system.
        
    About vacations Al Marzouq said that the new  modifications state that the annual vacations are 21 days for employees to less than five years, increasing to 30 days for those who have increased the length of service for five years, and can be modified by an agreement between the worker and the employer, as long as it is for the benefit of working and within the system, also the working women vacation was 15 days in the death of her husband and increased to 4 months and 10 days for the Muslim woman, and pregnancy vacation and childbirth 10 weeks and the employer has the right to request the official papers and certificates from official hospitals, the marriage vacation for five days, the death of a direct relative vacation is five days also the exam vacation according to the agreement in the educational years in the days of exams, the vacation of the pilgrimage starting from Arafah, and holidays not less than 4 days.
        
    Regarding the end of service benefits, and the  modifications applied on them saying that the end of the service is usually to by the end of the contract or to resigning, if the contract ended with the worker, a reward salary of 15 days  is granted to the worker and  full month payment after the fifth year, and in case of resigning if the duration of work less than two years, then the worker doesn’t deserve such a reward of this kind, and after two years to five years, he takes a third of the reward, after five to ten years and two thirds of the reward  the worker takes full reward after ten years of service regardless of the type of service by the end of resigning or termination of the contract.
        
    In conclusion the member of the board of directors Al Faraj honored  the guest Al Marzouq with a memorial shield.
